If I were Howie Roseman: a 25-step guide for how the Philadelphia Eagles could navigate the offseason

Once again, Howie Roseman isn’t seeking my advice during an offseason when the Eagles will be forced to make difficult decisions with fewer resources compared to past years. The Eagles general manager planned for this to be a maintenance year, although Roseman has spent time considering the building vs. maintaining stages. My guess is there’s a part of a Roseman that wants to always build — in other words, operating the offseason like the franchises trying to assemble a championship roster rather than the ones trying to maintain the championship roster.
